REQUEST FOR PROPOSALS

For: REPLACING UNDERGROUND STORM DRAIN

The City of Harper requests proposals for the reconstruction of existing Storm Water Corrugated Tin Culvert located in the 600 Block of West HWY 160, Harper, Kansas, from qualified contractors. 

Background: The existing storm drain is a 12” round corrugated tin culvert that is approximately 42’ feet long. It runs north and south beneath HWY 160, on the west side of the HWY 160 and Hickory St. intersection. It currently has two large areas that are deteriorating on the top of the pipe exposing the asphalt that lies above and replacement of this drain is required. 

Scope of Work: 

1. Remove and haul off the existing storm water pipe, approximately 42’ cutout of HWY 160 (consisting of approximately 12” asphalt surface). 

2. Install 42’ of 12” Reinforced Concrete Pipe and backfill around the entire length of the pipe.

3. Resurface the roadway above the storm drain with asphalt of similar grade to the adjacent roadway. 

**Contractor is responsible for all erosion control, as well as traffic control for the duration of the project.  

Contractor is responsible for the disposal of all materials and debris resulting from demolition activities. Contractor is also responsible for the testing of all construction material, providing and suppling of all equipment, parts, supplies and labor required to complete the project. Contractors are encouraged to do a site visit of the above described location. City Staff will be made available to further describe the project or answer any questions.

Proposal Contents: Proposals should include the bidder’s description of the work that would be performed with itemized costs and the following information: 

• The team who would execute the work, with descriptions of the experiences and skills of each and his/her role in the bidder’s firm and in the team.

• Names, addresses and descriptions of key subcontractors which your firm would employ and description of their relevant experience and past performance.

• The name of the person in your firm who would be the official contact person for any contractual relationship.

• At least two comparable previous projects in which the bidder has engaged, with names and telephone numbers of contacts with whom the bidder’s previous performance can be discussed. 

• A management plan for the work.

• A schedule for the work, including the start date to which your firm is prepared to commit and estimated completion date. 

• Proof of insurance and bonding. (Insurance Amounts: $500,000 for the death or injury of any one person, $500,000 for the death or injury of any number of persons in one accident and $1,000,000 for property damage in any one accident. Bond: Furnish bond covering faithful performance of the Contract and payment of obligations arising there under as stipulated in this Request for Proposals or specially required in the final Contract Documents on the execution of the Contract.)

The Contractor is solely responsible to apply, pay for and obtain all necessary permit required for this project. 

If bidder has identified a scope of work not listed above that the bidder feels is required to complete the project, then the bidder should assume that scope falls within the bidder’s responsibilities. Any work identified as such must be listed and described separately in the Request for Proposal response and detailed estimates of costs provided. 

Sealed bids for the storm water culvert reconstruction project will be received by the City Administrator 201 W. Main St., Harper, Kansas, 67058 until 3:00 p.m. September 21, 2023. All bids should be clearly labeled “Replace HWY Storm Drain” with the name and address of the bidder on the outside of the sealed envelope. Bids will be opened and publicly read at Harper City Hall at 3:00 p.m. September 21, 2023. All bids must state that they are valid for a period of at least 90 days from the submittal deadline. 

The City of Harper reserves the right to waive irregularities and to reject any or all bids. The City of Harper also reserves the right to negotiate with the selected bidder. 

Any bid may be withdrawn prior to the above scheduled time for the opening of bids. Any bid received after the time and date specified shall not be considered. No bidder may withdraw bid within sixty (60) days after the date of the opening thereof.

Jump started out his newspaper career as a sports editor for a daily paper in western Oklahoma. After a short stint in journalism he went on to coach basketball and teach from the junior high classroom all the way to college.
