Grant County Commission Minutes – Sept. 11

MINUTES OF BOCC REGULAR MEETING 

Board of Commissioners of Grant County, Oklahoma (BOCC) held a regular meeting Monday, September 11, 2023, at 9:00 am. Notice of the Meeting, including agenda, was posted at both entrances of the Grant County Courthouse, Medford, OK, Friday, September 8, 2023, by 9:00 am. in accordance with Title 25, §301-314 O.S.

Stinson called the meeting to order at 9:00 a.m. After roll call, a quorum was acknowledged. Present were Steve Stinson, Craig A Fredrick, and Max L Hess. Also present were Cindy Pratt and Penny Huff.  Teleconferencing was enabled to comply with the Open Meetings Act. All three commissioners used their signature stamp.

Stinson offered a prayer and Hess led the flag salute. 

Pratt acknowledged the agenda was properly posted in compliance with the Open Meeting Act. 

No Transfer of Appropriations.

Fredrick moved to approve 2023-37 Mutual Aid Agreement – Hawley Rural Fire Dept for FY 23-24. Hess seconded. Stinson – aye; Fredrick – aye; Hess – aye; Motion carried.

Hess moved to approve the August 2023 Monthly Mortgage Tax & Certification Fee of $55.00 for disbursement in September 2023. Fredrick seconded. Stinson – aye; Fredrick – aye; Hess – aye; Motion carried.

Fredrick moved to approve the August 2023 Allocation of Alcoholic Beverage Tax of $16,538.54 for disbursement in Sept 2023. Hess seconded. Stinson – aye; Fredrick – aye; Hess – aye; Motion carried.

Hess moved to approve the request for reimbursement for DA Expenses for August 2023 totaling $254.89. Fredrick seconded. Stinson – aye; Fredrick – aye; Hess – aye; Motion carried.

Fredrick moved to approve the request for reimbursement for Election Bd Secretary Salary for August 2023 in the amount of $3,375.00. Hess seconded. Stinson – aye; Fredrick – aye; Hess – aye; Motion carried.

Hess moved to approve the submission of the application for the ODOT Revolving Fund program for FY 23-24.  All three districts will request the purchase of a grader for their district. This request is identified as Resolution 2023-152. Fredrick seconded. Stinson – aye; Fredrick – aye; Hess – aye; Motion carried.

Fredrick moved to approve 2023-151 Declaration of Surplus of the Android Samsung Galaxy S10+, s/n ending 35341 for District 2. Hess seconded. Stinson – aye; Fredrick – aye; Hess – aye; Motion carried.

Hess moved to approve the August 2023 Monthly Officers’ Report- Assessor, County Clerk, Court Clerk, District Attorney, Election Board, Health Dept., Sheriff, & Treasurer- all subject to audit. Stinson – aye; Fredrick – aye; Hess – aye; Motion carried.

Fredrick moved to acknowledge the August 2023 Jail Report. Hess seconded. Stinson – aye; Fredrick – aye; Hess – aye; Motion carried.

No New Business.

Hess reported D1 is continuing with regular duties.  D1 has been hauling shale and working on bridges. 

Fredrick reported business as usual in District 2.

Stinson was happy to receive rain this morning which will allow D3 to do some grading.  The CHBP Federal bridge construction is going according to plan.  D3 is hauling shale & rock and is continuing to mow within the district.

Jason Jump is an award-winning journalist and photographer. He has a wide range of education and experience. Jump started out his newspaper career as a sports editor for a daily paper in western Oklahoma. After a short stint in journalism he went on to coach basketball and teach from the junior high classroom all the way to college. He started an online newspaper in Texas and managed it for 10 years before moving to Kansas to purchase the Kingman Leader-Courier. Jump and his wife, Stephanie now own four newspapers in south central Kansas and north central Oklahoma via M3 Publishing, LLC.
