MINUTES OF BOCC REGULAR MEETING

The Board of Commissioners of Grant County, Oklahoma (BOCC) held a regular meeting on Monday, February 24, 2025, at 9:00 am. Notice of the Meeting, including agenda, was posted at both entrances of the Grant County Courthouse, Medford, OK, Friday, February 7, 2025, prior to 9:00 am. in accordance with Title 25, §301-314 O.S.

Fredrick called the meeting to order at 9:00 a.m. After roll call, a quorum was acknowledged. Present were Craig A. Fredrick, and Max L. Hess. Also present were Patrick Stepp, Dusty Bittle, David Kretchmar, Penny Huff, and Rachelle D McCaleb. Teleconferencing was enabled to comply with the Open Meetings Act. Out of the commissioners Fredrick and Hess used their signature stamps and hand signed as well.

Hess said a prayer and Stinson led the flag salute.

McCaleb acknowledged the agenda was properly posted in compliance with the Open Meeting Act.

No comments from the public.

There were no Transfer of Appropriations.

No action taken at this time to replace Max Hess as Director of ESA and 911 Board. Will appoint replacement Commissioner at next meeting.

Table discussion OPEH&W Open Enrollment. McCaleb will get additional information regarding plans and premium amounts.

Discussion regarding Grant County Library donation. Due to budget, Grant County will not move forward with donation to Grant County Library at this time.

McCaleb gave elevator phone update. KanOkla is working on scheduling a time to come out and look at what is needed and setting up a copper line.

Stinson moved to approve no action to be taken at this time on the lnvex Estimate for County Mapping. Fredrick seconded. Fredrick- aye; Hess – aye; Stinson – aye; Motion Carried.

Hess moved to appoint Rod Haskins as member for District 1 Free Fair Board. Stinson seconded. Fredrick- aye; Hess – aye; Stinson – aye; Motion carried.

No action taken at this time regarding previous employee Daphne Campbell and reimbursement for $17 life insurance deduction 02.2024.

Hess moved to approve Stinson as Vice-Chairman and Patrick Stepp as interim member of Board of County Commissioners. Stinson seconded. Fredrick – aye; Hess – aye; Stinson – aye; Motion carried.

Signatures acquired for January, 2025 state reimbursement for election Board Secretary.

No action taken on AirMed Care Network Annual Membership Agreement for 2025. Mccaleb will obtain additional information from OPEH&W and their AirMed benefits.

New Business. Fredrick will discuss with housekeeping employee regarding changing filters in offices and steps on 3rd floor need cleaning.

Stinson reported District 3 has graders out and hauling shale. He will attend CEDB and ACCO meetings this week. 02.28.2025 from 10-2 is Hess’s retirement party at the Expo in Pond Creek. Lunch is served from 11-2pm.

Hess reported District 1 is moving re-claimed rock off an oil pad. They will be patching holes. He will also attend the CEDB and ACCO meetings and the NODA meeting.

Fredrick reported that District 2 is moving equipment to Elk City and receiving new machinery. Max has been a great mentor and source of information as a commissioner, and he will be missed.
