MINUTES OF BOCC REGULAR MEETING
The Board of Commissioners of Grant County, Oklahoma (BOCC) held a regular meeting on Monday, April 14, 2025, at 9:00 am. Notice of the Meeting, including agenda, was posted at both entrances of the Grant County Courthouse, Medford, OK, Friday, April 11, 2025, prior to 9:00 am. in accordance with Title 25, §301-314 O.S.
Fredrick called the meeting to order at 9:00 a.m. After roll call, a quorum was acknowledged. Present were Craig Fredrick, Steve Stinson, and Keith McClure. Also present were Keb Lehenbauer and Rachelle D. Mccaleb as Secretary. Penny Huff arrived at 9:17am and Blair Gonzales arrived at 9:27am. Teleconferencing was enabled to comply with the Open Meetings Act. Out of the commissioners Stinson and Fredrick used their signature stamps and hand signed as well.
Stinson said a prayer and McClure led the flag salute.
McCaleb acknowledged the agenda was properly posted in compliance with the Open Meeting Act.

McCaleb discussed Employee Health Fair with Catapult Health. Event will take place on June 10, 2025 at District 2 shop. City of Pond Creek employees will participate with Grant County Employees. We must have a minimum of 25 employees attend the Health Fair Clinic. Each employee that participates and completes the required steps will receive a $250 incentive
towards their 2025-2026 deductible. Eligibility is for those employees, spouses and retirees that are currently covered under the OPEH&W Health Plan.
Stinson discussed the OPEH&W Blue Advantage Plan. He has confirmed with OPEH&W that all coverage remains the same as the Diamond Plan, there is just a smaller pool of providers. There was questions regarding the Green Imaging benefit that Mccaleb will follow up on and that the Ancillary Services and coverages are not clear on the Open Enrollment site. McCaleb will call to see if OPEH&W can come to the Courthouse to be available for any additional questions for the employees regarding their coverages and benefits.
Treasurer, Penny Huff discussed the ARPA Final Reporting. As of April, 2024 Grant County is showing we have reported everything, but some items have not been certified on the website. We are waiting for our turn through the website at this time. There is a total of $4535.07 that has been obligated but not expended. This may need to be returned to the Federal Government. Huff has asked that $5256.85 of the interest accrued could be used to update the Treasurer’s vault as it was the only vault not updated during renovations. Stinson and Fredrick agreed that the treasurer had been waiting to do this for some time. The funds could be transferred from the ARPA account to one of the Treasurer’s M&O accounts.
McClure reported that District 1 is grading roads. They are cleaning a ditch on County Road 830 and hauling shale to Jefferson Road.
Stinson reported District 3 will start the Grady Road Project next week and they will start working in the Nash area more, laying down some gravel. He will attend the CED 8 meeting this week.
Fredrick reported District 2 is moving rock and getting ready to tear out a bridge this week. He will also attend the CED8 meeting.
